Problems with serial cable

Hi,
I'm a new member to computer hope with a serial cable problem. I have a three wire stright through cable using pins 2,3, & 5. I'm having problems with high voltage on pins 2 & 3. Mostly #3 I think. I've had the same problem with more than one computer so I'm guessing it's probably wrong setting. I'm wanting to use the cable to hook up to a machine drive board (home built) and use a terminal program to set prameters on the board. On this computer pin 3 shows a voltage of +11.57 when checked to pin5 or to the chassis.
