I am using Windows XP Version 2002 Service Pack 1 and IE6.  When I
right click to download and "save target as", I get a message "file not found" or "File cannot be located".  This problem started to occur after I
downloaded and installed Norton Internet Security 2007.  Prior to that I ran Norton Antivirus 2005, without any problems.  Also, my Download Manager
does not seem to be working.  I have reset to the Default Settings on IE6.

My Internet Connection is MSN using a Dial-up connection.

Help me, Please.

You should really install SP2.
Check your Norton settings.
What DLoad manager are you using ? ?
Where is this file at so we can check it from here ? ?
