 I would like to install an operating system (win 95 or win 2000) to a hard drive connected to a computer by the USB. Could I perform this task.

Maybe yes or no. What is the make/model of the computer or motherboard? A better way would be just cabling an internal CD drive in there, at least until it is loaded. They are less than 10 bucks if you need one for more permanent mounting.

Find out if your MBoard supports booting to a USB device...if so you should be good to go.

How do I know if the mother board support boot from USB?. could I figure it out from Set up BIOS, when the computer first start?

If it is an option it will be there. What is the computer or motherboard make/model and what processor is involved?
