Computer won't turn on

1st off, Yes; I have checked all connections.

So yesterday when I got home from school, my computer wouldn't turn on. The standby power light on the actual motherboard is showing that the power supply is swending power.
I took out the power supply and grounded the pins and it turns on but runs really slow and weak it seems. When I press the power button nothing happens, and if I use the switch on the power supply, turn it off then back on the fans will spin for about half a second and then stop.

Please help. I will try almost anything. thanks

Just because the power supply sends power, it does not mean it is working properly. The first step would be to borrow a know working PSU of sufficient wattage to see if other components are involved as well. What is the make, wattage and age of this PSU?

Antec SL350, 350w power supply. I'm working on getting a borrowed PSU to try it out.

And yes, I have tried unplugging all non-essential components so the PSU would have the least load on it, still nothing.

Is this a new PSU ? ?

What happened prior to this that put the machine in that state ? ?

Yes the PSU is new. Prior to this happening it was running fine, sometimes when I started it up it would turn off within 10 seconds of turning on, but I really didn't think that much of it until 3 days ago when it wouldn't turn on at all.

What all hardware is installed in your computer?  Are you sure 350 W is sufficient?

if you run a paper clip from the green wire to the black wire on the 20pin connector it will run on its own without being hooked up.

350W is definetly sufficient since I have ran the least amount of things and it still wont turn on.

I have a Socket A Athlon XP CPU and no enough $$ to upgrade to the 64's

so god help me in finding a MOBO for it..

any suggestions? the only one i see is the pc chips one that is everywhere on the net, im not sure about the quality of pc chips products but it looks to be the only option.
