Shaky scrolling/moving windows

When I move windows or scroll it moves/scrolls shaky and slowly instead of smoothly.  Just wondering what it might be.  Thanks

You need to install proper videocard drivers.

clean the mouse ball and rollers<ps2 mouse>..what operating system and what mouse...
