Why is it that when I delete something in Flash drive or floppy, the file that I deleted wasn't there in Recycle Bin, why?

Recycle Bin concerns only your hard drive (C:). There is no RB on floppies, or flash drives.
However, if you deleted something important from your floppy, it's not gone, until you overwrite that floppy with some other data.
If you left that floppy alone, your file is still there, and can be un-deleted with some recovery programs.

I've not tried this (no need for it), but a possible work around might work you. Locate the Send To folder. In this folder create a shortcut for c:\Recycle Bin. This should give you the option in the right click menu to send a file to the Recycle Bin, no matter where the file is located.
If you don't stand for something, you'll fall for anything.
