Unable to access control panel

Hi, today when i wanted to uninstall a program from my computer I was unable to find control panel and in it's usual place was "Set programs Access and Defaults". When i click on this it says "This operation has been cancelled due to restrictions on this computer. Please contact your system administrator". It also says this when I go on add or remove problems.

Any ideas on how i can fix this to allow me access to there? I haven't had this problem in the past and i am the only user of the computer.

Hi thanks for the quick reply. I read the link you sent and followed the instructions and it's fixed now. Thanks alot for your help
