does anyone may know the problem if i cannot run downloaded files? Or why I cannot open my shortcuts?

What kind of error, if any, are you getting when you try to open dl files? As for the shortcuts, check the properties of each one to see if they lead anywhere.

In addition to what SuperDave suggest, we will also have to know:
What version of windows you use?
When the problem started?
If you did anything around the time the problem started? Like installing or removing software for example.

Maybe broken .EXE association?
