I cannot get into my Control Panel.

I am new to this site, so I hope I am in the right place.  I have a Windows XP Home Edition.  I am denied access from the Control Panel and Add/Remove Programs by the Administrator but I am an Administrator and it is my computor.  Is there anyway I can get into the Control Panel with denied access, since this is where you change those settings.  Thank You

Reboot into safe mode, log in as administrator. Double check your user's account settings.

I have had this problem for a while and even when I try restarting the computor, I am still denied.

Reboot into SAFEMODE. Do you know how to do that?

When booting into safe mode, you can log in as the administrator and change the account settings of all users.

I don't know what safemode is, I thought it was just the same as restarting the computor. Sorry
