        When did the problem start?
Can you start in safe mode?
What made you install SP3? You do know it is still a beta and not stable yet right?

Your monitor is telling you that the refresh rate of your display card signal is too high. You need to go into safe mode and alter the display settings.

Right click on desktop empty space, click Properties, then Settings tab, Advanced button, Monitor tab, and post back what refresh rate is reported.

What is it set to, now? Try 60MHz.

Why in Safe Mode? You need to be in Normal Mode.

Your video card may be shot. Try to borrow video card from a friend.

your right the video card may have caused it, i have tried to use the enable vga mode and i have succesfuly started the pc in normal mode using only 8 bit but if i try using the 16 bit and 32 bit it causes to restart and show the over frequency error.
