power fluctuates.

Hi,
I have and ups that i used on my old system. but for my new laptop i have been advised to purchase a Voltage stabilizer. however he did not know that i had a UPS, do i need to change? i do need something as the power does fluctuate or even cut off where i live.

The UPS should do a better than adequate job at regulating the power provided the battery is in good condition...
