IE 7 History Doesn't Stay After PC Restart

Hi, this has been an ongoing problem on multiple computers. This has happened on IE 6 and IE 7 (XP & 2000) where a user will go to websites, then restart the computer, and the next time they access IE, their history is gone (to an extent, see attachment). I've reinstalled IE a few times, ran updates, increased disk space for Temp. Internet Files, and increased days to keep history to 99 (instead of the default of 20). I've noticed that there is always a share in the history ex: \\pc1033\c$ (see picture), even though the user has NEVER typed that in and it's not a mapped drive on the PC. The new PC in question is a Dell Optiplex 745, with 1 GB RAM and 1.8 GHZ Dual Processors.

Any help would be GREATLY appreciated!!!

Do you have TweakUI, or McAfee installed?
