Laptop wont turn on

Hey guys.  I recently was given a free Laptop from someone...cant go wrong right?!  But the blasted thing wont turn on.  No activity with a charger or no charger.  I tried to hold the power button for 20 seconds as I was told it is supposed to somehow reset the CMOS battery.  I also tried popping in and out the RAM sticks as well as the Battery itself but still no luck.  Do you guys think the CMOS battery itself may be dead? 

The following specs on the computer:
Dell Inspiron 600m Laptop
Windows XP Professional
Intel Celeron M Processor

Sorry for the small details on specs as I am not able to see the rest do to the symptoms

Try removing the battery and plug in the AC Adaptor. Any luck?
