USB Drivers/External Hard Drives will work in Safe Mode.
Oh, and you should be able to burn CD's, I'm not sure.

We might be able to cure your Freezing problem. Do you want to?

OK. Well, first of all more information will be helpful.

Is this a Laptop or Desktop? (model number might be helpful here)
Does it freeze at any specific time?
What are you doing when it freezes?
How long has this been going on?

Hello Rob. Can you please elaborate on what you mean by "the hourglass stays on"? To back up all your data, use the backup utility provided in Windows XP.

How to Use the Backup Utility to Back Up Files and Folders in Windows XP Home Edition

How to use the Backup utility that is included in Windows XP to back up files and folders

Backup any data like important files or folders on external media like a Flash Drive or CD / DVDs. I can provide you with links to guide you through a format but just want your opinion if you want to try and fix your computer first. Let me know whatever you choose. :)

Already asked by @carbondudeoxide and answered by OP.
If you don't have time to do it right
...when will you have time to do it over?

Thanks for the amendment Drm. Shall I post the links for a format to help him with the reinstall or shall we wait to hear from him? :)

I would think a System Restore in Safe Mode may restore your computer, Rob.

              Try it and post back.

I'd wait until @carbon gets through. Too many competing ideas and instructions can overwhelm an OP and cause mistakes and problems.

well i tried to manually install the ntbackup but it says the system administrator has set policies to prevent this installation. i also did the ckdsk which took forever but it just went right back to the windows restart.

                  Did you try System Restore?

You don't have to use the backup utility, just copy and paste to an external memory storage.
