Hard drive won't format.

When I go to format my hard drive it says To close out of any windows displaying hard drive information and to quit any other programs which I have done but it still won't format.

You cannot format Windows inside Windows. 

You need either a Boot Disk or the Windows CD.

Is there any way to format it manually or anything else that I could do since I don't the Windows disk or the Boot disk?

Might try this, right click on mt computer from your desktop, left click on manage,left click on dismanagment and try to format

You cannot format Windows WITHIN Windows.

A wipedrive software would work.

You can also find the tool you need at the hard drive manufacturer's website.  It would help if we knew who made the hard drive...as well as its model number.  You can find that information in Device Manager.

Or travel to bootdisk.com and DLoad a WinME floppy...
FDisk and Format are on there...
