Scrolling

I am using a desktop ASUS computer, XP/SP2/80 Gb HDD/1Gb RAM.AVGprofessional antivirus,/Ad-Adware/Spybot.

I have a problem with scrolling.

Instead of a smooth seamless scrolling of the mouse, or arrow keys, i suddenly seem to have a 'stuttered' jerky movement. It is almost as if it is refreshing the screen with each movement of a line in either direction. How do i get my smooth scroll back??? 

Please HELP!!!!

Which programs is it doing this in?

Some programs do not support smooth scrolling. Also, Smooth Scrolling isnt always so easily found on traditional scroll mouses, most trackpads support smooth scrolling, as well as when you press down the scroll button and see the scroll arrows on your screen.
