    I created a system restore point. If I remove my current operating system and reinstall it will I be able to recover those files.

    the system restore point is in your operating system. If you remove the operating system you will also remove the restore point.

    Also conlog System Restore deals only with Windows system files...
    What is it you are trying to do perhaps we can suggest another method.

      Windows has a "repair" option, although I've never succesfully tried it. YMMV
