Is this a new scanner? Have you just installed it to this machine? Have you been fiddling inside of it?

I had a Hp 4 in 1 and found that replacing it was more economical than repairing it. :'(
And mine was only two years old. The scanner had jammed, jumped a cog and taken a small piece of the nylon drive.

I had an old photocopier that had streaks across the print area and that turned out to be the drum was damaged from old age.

Have you tried to update your drivers for it?
Does the scan light bar actually travel across the screen, are the blue streaks consistant or do they change with each pass?

        hi
thanks 4 responding....let u tell u the whole story..ok..i had 2 hp products installed my computer the hp all-in-one 4215 printer and the hp 3670 scanjet scanner.ok ...the pr-
inter needed more black ink because the scanned (with the printer)i saw blue streaks
in the scanned photo.these blue streaks are an indication of needing an ink refill.ok i
uninstalled the printer to fix the problem and just use the scanner as it uses no ink.i
just recenly noticed the scanner too is leaving these blue streaks as did the printer
did.i contacted hp tech and the forums too.hp tech said it was locked up thats the res-
son for the blue streaks.anyway i didnt see any buttons to push on the scanner.if its
locked up its usually from shipping but its not a new item.itll scan anything documents
are scanned very well with no blue streaks its just the photos...thats my story...

Sounds to me that the data of the scanned photo is not being converted correctly.
Are the blue streaks consistant, as in the same spot all the time?

Not that I know such a great deal about the HP but I am beginning to think that this is not locked but actually one of the mirrors or reflectors may have a smudge or distortion or is misaligned with the scanning lens. :o

Things like heavy humidity may cause mould to grow on the internal surfaces.

Alternately there may be some of the light source being defused out of alignment to the lens, perhaps if yours is one that uses leds for the light source it may have blown a lamp.
If it is a neon type lamp, then I tend to think more of the mirror alignment or mirrors reflection to the receiver lens.

All of these require an internal examination and I recommend you get some one qualified to do that. :'(

Other than that Im out of ideas. Sorry  :(

When you were talking to HP did they happen to tell you how to unlock it?

I had a look at some other threads and from memory he had some instructions sent to him/her but they wern't the right ones for his machine.

                          hi gang

i think i found the issue...it was the hp drivers.we tested the scanner with the windows
native drivers and no streaks...hope this is the problem.thanks.
