Mouse And Keyboard Are Sort Of. . Opposite?

for example if i were to type the number 5 it would show % and all letters are capitals and if i left click a folder with the mouse it highlights alot of them, im really stuck and have no idea what to do. also i cannot use the arrow -->

this is on my other pc and i really need it working, so any help would be much appreciated

Turn it off by pressing the capslock key once.
