problem restarting in Safe mode

When i attempt to restart in safemode with my windows XP i press f8 to go to the boot menu but instead i receive a menu reading "select first boot device" followed by all my drives and no matter which one i select it boots normally. how can i get to safe mode?

When you have selected your boot device continue tapping F8
