How to delete index.dat files?

How to delete index.dat files?
I always tend to delete computer history regularly, partly for freeing up disk space, and partly for protecting my privacy. But I found this index.dat file in my hard drive, and it seems to be some kind of history record by Windows, and it can not be deleted manually.
Do I have to use a specific history cleaner to delete this file?

Use the reliable CCleaner from http://www.piriform.com/ccleaner/download/standard

Or go to http://www.ccleaner.com/download/builds and get the Slim version.  It's the same as the standard, minus the Yahoo toolbar.  But, if you get the Standard version, you have the option, soon after launching the installation, not to install the Yahoo toolbar.
