When I turn on my computer, previously the physical memory stress would be hovering below 10 percent, but now, after fixing a problem causing me many issues (

Basically, when I turn on my computer the physical memory usage is at around 40 percent (from the Windows Task Manager). That is about 1.75 GB of memory according to the same.
Is there a way to remedy this? I am not seeing any sort of downside as it stands now. It doesn't seem like my computer is running slow. I did a virus scan and also defragmented and what not, just to do some basic maintenance. Neither came up with something nor solved the issue.
My CPU usage is at 1-2 percent.
My specs are:
Windows Vista 64-bit Home
4 GB RAM
768 MB NvIdia Geforce 9600 GS
Intel I7 740 quad-core 64-bit procesor at 2.93 GHZ.
