I CANNOT CLICK ON MY SHORTCUTS ON THE DESKTOP ANYMORE...HELP?

I can click on the start menu to find my programs, however my mouse will no longer detect the icons or shortcuts on my desktop. I have added new ones, and still cannot click on them..I have restarted my computer and downloaded all of my updates and nothing has helped...I do not want to have to pay the projected $50.00 to fix this problem...any ideas??
