Title: Formatting a micro SD card -

I have never had this problem before, I've formatted dozens of micro SD cards and even the one I am now having problems with.
I have tried to format this SD micro card but windows says 'Windows was unable to complete format'
It is a 2gb card.
I've even tried a seperate utility by HP but the same error message was returned.
Any ideas

Are you doing it thru Disk Management ? ?
What was on this card ? ?

Whether this is a brand new card or one you have used before, it may be faulty. It might be a good idea to check it with a utility such as Check Flash. I have used this to confirm bad flash drives and cards. The latest version (1.16.1 at the moment) is here:

You can buy 2GB SD micro cards for $5 to $10.  I'd toss it and buy a new one.  If you had never used one before it might be something you were doing wrong, but you say you have used dozens.  If you put a value on your time, you have probably spent more than that already.

I have to agree. Life is too short. Especially for flash memory!
