any ideas on windows 7 that the ratings changed from 4.4 to 3.6 then 3.4 windows updated twice on the graphics for some reason just looked again back up to 3.6

Win ratings will change every time you run them...they are not very accurate.
To test this reboot and re-run them...i'll bet a Pint they will be different again.

and to make sure no background task is interfering, like your AV software, reboot into Safe Mode and run them again.

The Windows Experience Index ratings are calculated by running a few defined benchmarks and evaluating and weighing them appropriately. The results can sometimes differ slightly with the same hardware due to the running software. You'll get as lower rating if you are for example rendering a video in the background or playing a Blu-Ray and so forth.

I was doing some reading on that and apparently MS abandoned the Windows Rating finally
