Title: Multiple Games have Visual Noise/Blur

Hello i am running a evga 2070 super on windows 10 and multiple games are getting a staticy/noisy filter. I made sure the games didnt have an option but its happening on 3 different games. It seems to not be happaning to the games menus just the game itself. Here is an example with one of the games rocket league. https://imgur.com/a/NrOHZDB
