I would start by reinstalling the video drivers.  ;)

This is the same computer that got FUBAR'ed and then the IT guys restored it supposedly?

yes, same computer - picked up the original restore and xp pro disks yesterday and installation went well - til about 12 hours later when the monitor starting doing it's own thing - since there's no data on the computer, I guess I can try doing it all over again - could it possibly be a virus?  There isn't one being detected though??  and I did reinstall the drivers going through display properties, then advanced.. it's says everything is working fine

Could be the monitor or the computer . . . try a different monitor on that PC and try that monitor on another PC, let's see where the problem is.

How to Change the Screen Refresh Rate of Your Monitor
1. Click Start, click Control Panel, click Appearance and Themes, and then click Display.

Alternatively, right-click the desktop, and then click Properties.
2. Click the Settings tab, and then click Advanced.
3. Click the Monitor tab, and then click the screen refresh rate that you want to use.

You can always go back to 60Hertz but, have you tried another setting like 72?

...it's like we are on the same wavelength - I've tried 60, 70, 72, 75 - I've been watching it for awhile now - the only thing that changes is the color quality - between 8 bit and 32 bit

a glimmer of hope - could this have something to do with it?  If so, how can I fix it?

You use F10 'I believe' to get to your BIOS settings at bootup.

Have you tried changing the APM 'Advanced Power Management'?
Always on ?

ok...I changed my power scheme to always on - didn't work - screen is still changing like clockwork every 2 minutes

What would I be looking for in the bios setup?

Again - Thanks for all the help -

Well, it seems I may have resolved this issue.
I made a new user account to see if something was wrong with the settings on the account I was using. (I hadn't created an account, I was just using the Administrator Account)
First time I opened Internet Explorer, it took me directly to the setup page (http://runonce.msn.com/runonce.aspx)
I set it up the way I wanted and then checked everything out.....it seems something went wrong with the ClearType setup on the other account.
I checked it out on this new account and the accounts on one of my other computers.
They were all set up this way:
In Display Properties -
Appearance
Effects
First line says:  use the following transition effects for menu and tooltips
the box beside it is checked and it is on Fade Effect
In the screwed up account - that doesn't seem to be working right -
So I'm hoping this new account doesn't start doing the same thing at some point!!!
Any ideas as to how to fix the Administrator account???  I tried going to the site again (http://runonce.msn.com/runonce.aspx) to start over but the ClearType option isn't there any more.
Can I uninstall Internet Explorer to start all over again?

Might be worth a reinstall since it is relatively fresh and you have the CD's. After the install the correct sequence is chipset drivers then the video drivers from the HP site only (Street sent you a link). I would not use ANY driver from anywhere other than HP. It may seem like a good idea, but no.

I was at my local London Drugs today, it seems I'm not the only one with the problem I had.
They have been fielding a few calls a day from people with the same problem after upgrading to Internet Explorer 7
They figure there will be a patch coming out eventually.

So it wasn't just me!!!

You earlier asked"Can I uninstall Internet Explorer to start all over again?

I told you no because I believed you literally meant it. ;D

You can go back to IE6.

To uninstall Internet Explorer 7 to return to Internet Explorer 6 on Windows XP.

This is listed at the below site.

Scroll down the page until you see it. :-? ;D
