I just reformatted my windows 98 and im at the earliest level of starting a internet connection.

I need help.

It asks for a postal code? what should i put?

Use the Internet Connection Wizard.

Ignore the Dial-up setting screen unless you plan on using a dial-up modem to connect to the Internet.
