I SETUP A HOME NETWORK, BUT HOW CAN I ACCESS IT FROM SOME WHERE ELSE

You would need a VPN enabled router connected to the Internet. Or a RAS enabled server with a dial-in modem.
Alternately you could access a single pc on the network using something like gotomypc.

Actually, if you want to access files, just find a server out there, and upload your files, and just see them that way... (Download the files) Also, please stop using CAPS... They show that you are yeling at us and is seen as "rude"...

I use PC Anywhere to access my system and an FTP server for getting files back and forth.
