Does any one know what are these files  ???  and can I delete them?

A brave action.  I would have MOVEed them all to a new folder and left them for about a month before deleting if I didn't get a "file not found" error in that time.

It would help if you advised your OS when you post, or amend your profile to include the OS details.  Thanks.

Leftover remnants of Vista OEM OS or maybe Service Pack installation. Should have been deleted by installer. Safe to delete.
