Title: Can't switch off a popup blocker when needed

RESOLVED! MY ISP lied to me, they were the culprits. ah ha! ...but I had to phone them to get anywhere. Something is causing web pages, which I need, to get blocked. PC is HP with MS XP, Explorer and Trend Micro pill-icillin  security software.  (I think this problem is related to Internet Explorer.) I tried changing security settings on my browser page, but it didn't stop the problem.  the problem is happening when I click on web buttons, like the Chat option on this website.  I get a little stamp sized box with a big red X that comes up and prevents me from getting the window I need.  So I can't use the Chat option on this site. (This little popup comes and goes so fast and is so small I can't see anything but the little image - no other message. I don't know what application this popup box goes to.) My ISP said it was on my end and web sites where I have the problem couldn't help.  (I'm surprised I got this message window to open. It's the type of window that usually gets blocked.)  Anybody know anything about this kinda problem and how I can fix it? thanx
