I opened something that was accidently downlowded and i didnt install anything but opened the program. I closed it then i tried to delete it and it would not let me. Then suddenly norton came up prompting me to either to allow or block two programs which were mediaaccess.exe and toolbar.exe, i choose to block them. The i tried opening taskmanger to see if it was running and end its task to delete it but it wouldnt let me op task manger!
Can anyone help i could really use it.....

Sounds like you might have a worm of some kind... Scan for Viruses, Spyware, and Trojans...

tried all those and more... went into safe mode then scaned with adware and notorn still nothin but i was unable to delete the file.....
When i go to start, run then type in taskmagr i get a message saying its being used by a file. i know its a worm of some kind

At the very least you should then know the name of the bug and be able to Google the name for a removal tool or manual instructions.

Have you tried running taskmgr in safe mode?

Make a directory C:\Hijack
Go to the following site, bookmark it & download Hijackthis to the directory you made.
http://www.hijackthis.de/en
Open the Hijack program, run a scan, save the results, go back to the bookmarked website, browse your computer for the log file you saved then get the website to analyse for you.
You may also want to paste your logfile in here but it's a bit fiddely because you will have to paste it in 3 pages due to it's size.

Your system has a nasty infection that requires Registry surgery. The removal instructions from Symantec.com:
1. Update the definitions.
2. Attempt to Uninstall the Adware using Add/Remove Programs
3. Restart the computer in Safe mode.
4. Run a full system scan.
5. Delete the values that were added to the registry.
