can't find a driver to put in a cd burner
What do you mean by this?
Can you turn the Windows 98 on at all?
-
Simply hook it up as a slave drive and retrieve the data you need....
Do this on any desktop machine...not the laptop.

If you can turn on the computer, you should be able to either burn the data to a cd or put it on a flash drive.
What Patio suggested is to take the Hard Drive out of the Windows 98 and hook it up to the working computer as a slave.

If you have never used this flash drive with the Windows 98 before, you will have to install it's driver.
If you can connect to the Internet, it should be fairly easy. Just go to the manufacturers website and download the driver.

Because it's a USB device that had little or no support with Win98...
