OK first i wanna start by saying i recently downloaded a some kind of packet for windows from windows update (i hadn't downloaded this because i heard from people that it would make it slower) but i decided what the *censored* i'll try it out. Previous to this i was skeptical because one day i wanted to delete a prgram so i click on the Add or Remove programs button, and it said "Add Or Remove Programs has been restricted. Please check with your  administrator"  And i'm like whoa, I AM the Administrator" Just for the info i'm a teen, i have my own room, and also my computer is my own 2 and a half year old computer no one uses it except me. So  this comes to beleive that it might be some sort of virus thing, but my anti virus program couldn't find it and my norton anvirus from 2002 expire like a couple of months ago but i'm gonna run an only anti virus right now (i'll post you the results of it as i am done. But if this isn't a virus thing then i have no clue, And i'm pleading you to help me find out how to undo this restriction thing, i tried going into everything but i just gave up because their is tons and i just need someone to help me how to undo the restriction that it says "Add Or Remove Programs has been restricted. Please check with your Administrator''

Also i wanted to come over here because since i downloaded this pack from windows update my computer has been really really slow and my internet has been slowing up as well due to this pack that made my computer go nuts my commit charge from ctrl+alt+dlt use to be 200,000k (around there)/639,436 now it's 486,000/639,436 and my internet i have a cable connected to router so it used to be really fast  now it takes like 30 more seconds than it was and sometimes when i restart my computer it becomes slower so  iahev to restart it again so it'll be kinda little bit faster up(before it was like click site is there) oh yeah if anyone is wondering what kind of pack from windows update it is, it's the one that comes with a ""security center" before i had this my computer was running fine, but i want to delete this packet and my other problem is that i can't get into Add or remove programs to delete this windows update packet because it has been locked out when i'm the administrator of my own computer. I downloaded this packet a week ago and the Add Or Remove Programs has been restricted. Please check with your Administrator'' has been going on for like a month now i didn't really think nothing of ebcause my computer was fine but please really help. Winxp fails to talk to you! text to speak upon command of boot up....and obeys said commands!Or sov!

Is this your pc!so you have had this pc for two-and half years and still downloading updates.......have you been on _313 planet ...that nasa has just found.!

Forget about the whole windows packet i talked to you guys about The problem is when windows is loaded and i click on ''start' and then i click on ''set program access and defaults'' or click on "add or remove programs" i get this error message " Add or remove programs has been restricted. Please check with your administrators'' eevrything else works, internet, media players, everything  but i can't get into add or remove programs. I was wondering how i can get into this and undo it so it won't give me the error message everytime i try to get into 'add or remove programs'. I need to remove some programs but i can't :(. Please help

And you are logged in as the administrator or have these privileges been removed?

Yes i Am the administrator, i have another account and it's a guest account. but that's it and no one else uses my computer except for myself. It says i am the administrator but mayeb some program or something that i had downloaded may have restricted my own self from accesing 'add or remove programs', i already checked up on this and it says i am logged on as administrator but maybe it has been removed from internally like maybe there is some option. I don't know just giving ideas  ???

And you are convinced this happened directly after you downloaded the updates?

Can you log into safe mode using the Administrator account normally hidden?

this happened way before i installed that  pack of something from windows update like a month before so it can't be the pack it's something else but i don't know why it says that

i'm trying the safe mode it might take a while but i'll tell you the results i'm running tons of programs making my computer so laggy especially the anti virus so far 0 percent and is 99 percent done

i ran online anti virus and nope no virus's    and im' half way through spyware search and destroy and no spyware. And i looked up safe mode and it didn't show me what it is hidden i only know how to safe mode but not like hidden is it the same, what do you mean? like  Safe Mode with Command Prompt ?

*edit*
i had some spyware but i cleaned it up and that didn't solve my problem if it is a virus it must be darn good

Make certain all the scanners and programs you are using are doing full scans.

I meant the administrator account that normally shows up when you boot into safe mode. This account does not show when booting normally.

Ok, i tried the safe mode on start up causei presed f8 on start up and went on safe mode and the thing i Found was when it said to choose which account to log into it said c1 (my supposedly administrator account) and another account poped out of nowhere and it said administrator so the account and another one i didn't know about that said admin popped out and i loged into it and i could get inside of add or remiove programs but now i know is to go into safe mode and log into the admin account but i neevr see it when i don';t go into safe mode. SO the question is when i log into admin through safe mode how do i unrestrict myself through adminstrator  when i go into safe mode, where do i go?

Ok, i want in back  in and i found something really alarming, i checked ion my account (the one that is restricted on remove and add programs" and it said that i am an administrator on that account so it must be a virus that has been cleaned but left likesome side affect of some sorty, i don't really know, but now, when i want to add or remove a program i have to go through safe mode and just delete it through another administrators account. I went through users and i thought i could fix it but i couldn't. Also the CCcleaner that someone had reccomended also has an uninstaller so that  should work also. So my problem is kinda fixed, thanks to the site and to the helpful people.
