Title: virus, trojans, malware, I'm in trouble

While crusing the internet yesterday I visited a site that stopped me in my tracks. 

I have windows 7 and Norton 2010 antivirus installed.  Whatever I got into really must be bad.  My virus protection stopped working.  Something called "system tools" keeps popping up.  It tells me I have 26 different viruses, trojans and malware on my pc and says I need to pay $50 to reomove them.  The fee is for using their program I assume.

Thinking I could deal with it myself I tried to connect to the internet and find help.  My computer locked up.  I had to do a hard boot.  When I started up my pc again I was asked what mode I wanted to start in.  I picked safe mode.  Now some of my icons are gone, my background is gone, and no matter how hard I try I cannot get onto the internet.  System tools are popping up every two seconds telling me I need to either fix the problems or continue and be unsafe. 

Basically at this point I can do nothing on my pc.  I cannot connect to the internet, I can't do anything. 

I would rellay appreciate some help.

ISOBurner (http://www.ntfs.com/iso-burning.htm) this will allow you to burn OTLPE ISO to a cd and make it bootable. Just install the program, from there on in it is fairly automatic.  Instructions (http://www.ntfs.com/iso_burner_free.htm)
