Does Windows 8 have hidden regional themes like in Windows 7 ???

Not sure what you mean by "default regional themes" but I don't believe it is a feature, hidden or otherwise, in Windows 8, and I don't understand why it matters.  Plenty of themes are available at the link you posted.  Obviously, they can be downloaded to your computer.

I was unable to find the "regional themes" on Windows 7 ultimate, myself.

I'm looking for the international themes for Canada, Australia, South Africa, Great Britain, and United States that are available in windows 7.

Windows 7 comes with lots of new themes which can be accessed using Desktop Personalization window
