Title: The layer pallete only displace one layer

Photoshop CS2 layer.  When I drag in the 1st picture, the layer pallete show background layer.  When I dray in the 2nd picture, it will replace the background picture.  I need to have background and layer 1 co-exist.  How I do it?

create a new layer first
