Hi,I re installed windows xp sp3 but now i am not able to view the videos clearly. It plays like frame by frame and lots of dots (like scratches) in the video.I hope there may be a lack of driver.I am not sure this specific driver is installed in the machine after install all drivers. Please advice on the below issue.

Welcome!
Computer Hope is the number one location for free computer help.
The forum will help everyone with all computer questions.

From your post all you did was update Windows XP to service pack 3. Is that correct? That would not change drivers, one would think.

Or did you do a full install of Windows XP SP3? The generic drives in a new install of XP will not be optimum for your video card. My guess is that you did a full install from scratch and lost the video drivers. Does that fit the case? If so, get the right drivers for the video from the maker of your computer. And you may need other drivers as well.

What model of computer do you have? Is it a Dell laptop?
Is the Windows XP you have an OEM version from the computer maker? Even OEM versions of  XP do not always have all the drivers for a specific model.s

Also, have you ever tried another media player?

First step is to download and use Everest Home.
I think the link below is up to date.
http://download.chip.eu/en/EVEREST-Home-Edition_108194.html
(You have to look around for the right link. Don't buy anything.)
It will tell you who made what in your system.
Two items of interest:
  The main board chip set.
  The Video card driver.
But even other drives, or lack of, can affect performance.
