You're gonna try a new graphics card.  You're pretty sure the other one is defective?  The one you have chosen will work.

When using onboard graphics controller, some of the main memory is reserved as video memory.  Yes, remove RAM and put it back in.  Remove graphics card and put it back in, too.  Many times this works.

If this doesn't work, remove the graphics card, connect to onboard video, if problem goes away, it's the Radeon, X600 MRMGA+

I opened the computer up and cleaned out all the dust. I removed the video card and put it back in, and it didn't work. I couldn't locate the ram inside the computer so I assumed that it wasn't the problem.
Edit: Also on the page for the card it says it requires 400 watts of power and in my computer manual says DC Power supply 305 watts. So this will not work will it.

1.  Not a good sign, why not just use the onboard video for now? 
Better to add some memory, you only have 4-256MB.   DDR2 PC2-5300 is very reasonable.
2.  Look again, there's 4 modules.
      4   D6492   Dual In-Line Memory Module 256, 533, 32X64, 8, 240, 1RX16
3.  Your computer already had a similar card.

The new card is 1gb and the old card was 256 mb so I thought the new card would have a higher power supply necessary.

Yes, but with a better power supply.

Or, you can get a new PC which will let you experence preformance more.
