Hi All,
I have some software that I want to install in windows 10. It should install from a web site. I use IE 11. Each time I try to run the install I get an error that says Windows has blocked this software because it can't verify the publisher. I need to get this EI add on installed to run a program remotely. All of this is in house custom software.

Win10 wants digital signatures for most software. More likely it's preventing install across the network (internet). Can you download the file & then install it? Even so, sometimes it's just the filename, something it doesn't like or recognize.

This is a cab file from a video server I run. I just went to win 10. My old machine I could get the error but force it to install. I am trying to do the same with win 10

Is the BIOS time and date correct on this PC ? ?

yes...its a laptop. Dell E6540. I was running win7 on it and was able to install and run the software. I formatted the drive and now installing all the old stuff that I had before. This is the only problem I have run into with software.
Here is the error I am getting.

In Internet Explorer, Tools->Internet Options
Security Tab
Internet Zone (Maybe Intranet Zone if you are connected via a VPN or on a work network)
Go down and click "Custom Level"
Set "Download unsigned ActiveX Controls" to "Prompt"
OK out of all dialogs.
Might have to restart Internet Explorer but it should give you the option to override the prompt, assuming this setting was responsible (The default is to deny outright, so if it is a clean install that seems likely)

I got it! I checked the active x setting that BC talked about but it was already set. But it did make me look at the settings for the trusted sites. I had put it in there. I found that the security for all of my trusted sites was set to high. I changed it to low and after a restart of IE I was able to do the install. I closed IE and opened it, put the trusted zone back to medium. I checked the install and found that it still worked. That's all I needed.
