what operating system is this and do you have onboard graphics or graphics card...if your monitor boot to safe mode showing windows...it more than likly a graphics card issue..drivers..or is the card pushed home the bank on your motherboard...

Monitor is not able to operate at the resolution that is set in Windows. The clicking is the monitor trying to switch to the requested resolution. Go into safe mode and change the screen resolution. Right-click desktop and select Properties. Display Properties will pop-up, select Setting tab, lower Screen Area. Or select Advanced, Monitor, and lower Refresh Rate. One and/or the other of these will work.
