why in my internet slow to load up and open web pages. I have a cable modem.

Could be..
1) Peak hours (lots of other people online)
2) Super big website you're trying to access
3) A chokepoint on your modem
4) Crappy video card
5) Just about anything else

Why would Internet depend on your videocard?

Assuming he's not only talking about viewing webpages.

A crappy video card will load the page slowly making it seem like the 'net is slow.

Uh.. so will only half a video card with some drivers.  We could keep going like this ad nausium but it remains true, video card can affect 'net experience.

Er, actually, I've yet to find a computer device that will function if it's half missing.   ;D

And that would make things pretty slow right?

My original point was that there could be numerous reasons for slowness and that more info could benefit.
