Ok so.... I tried NULL instead of NUL because that caught my eye as possibility and sure enough XP on this system wants NULL while Windows 7 was happy with NULThrowing away always redirects to NUL. NUL probably isn't available on the kiosk for whatever reason- perhaps it is non-x86. using NULL works because it is redirecting to a file named NULL.
