HOW CAN I FORMAT LOCAL DISK C IN WINDOWS XP SERVICE PACK 2

Assuming you have several partitions and with every files backed up from your primary drive, yes. During the installation, you will be prompted to what partition you need to format(which is C:), create or delete. Make sure to make backups first and read the process. Also avoid using all caps lock.

Boot to the XP CD. The installation routine will begin. You will be offered the opportunity to format first.

I saw nothing in the OP's post about installing XP. Eh?
All I can see is him asking if you can format C: in windows
and of course the answer is NO, windows will not re-format the OS drive,
on which it resides, which should be C:.

If that's not what he meant, I wish he'd come back and explain in more detail.

Insert the BOOT XP CD. The installation routine will begin,then you can select whatever you like ......such as partition or format or backup......what ever you like you can do with it.
