My budget is $200, i want a computer that has anything above opengl 3.3 on it, right out of the box. with windows 7 operating system. Dinosuar or not, those two things are all\\\ all i care about. Does anyone have any recommendations? Thank you for your time.

Curious what application you have for OpenGL as for most are using DirectX with Windows 7? Additionally the OpenGL application might point out what hardware you will need paired with the application.
What software or games will you be playing with the system? What type of performance are you expecting for $200?
$200 is pretty tight, you might be looking at a used computer and adding a $30 video card etc which would fit within $200. But knowing what your needing this for will assist us in what you need for hardware.

alright guys, i think i found a solution from going CSI and balancing the budget, Can you please tell me if this setup would work?
Computer i'm considering:

and the graphics card:

If i got both and tried to install them, would it work and be compatible?

That card will work fine in that PC...
Heres an alternative though...Here... (https://www.newegg.com/Product/Product.aspx?Item=9SIA1N83U90794)
Same price range...but as a builder and a tech i prefer Nvidias over AND's for many reasons...

My concern would be the power supply in that Dell. It may be too wimpy to handle that card and it non-standard so may not be easily upgradeable.

$425 .... more than 2 x the initial budget then. :)
