I'm not sure if it's allowed to re-distribute 3.11 disks.

I am sure that it is not allowed to pass them around by email. You can buy complete install sets on Ebay. I just saw an advertisement selling sets for $19.99. 3 sets are shown as available. You will not see advice on how to get disk images illegally on Computerhope.
