Is there a way to refresh a program that slows to a snails pace. Outlook 2007 on my Windows 7 32 bit Sony Desktop slows to a snails pace, then If I close and open outlook again, it does not start, forcing me to restart the Desktop.

When did this start happening / have you checked Task Manager to make SURE that it's Outlook and not something else?

First thing I'd do if I were you is run a full scan with BOTH your av utility AND with MalwareBytes to rule out malware.
