Online Armor will take care of the outgoing connections so just play around with the settings once you install it. I'm not sure about it because I haven't used it.

Sorry Kpac

Can the windows 7 x64  firewall be configured for out going connections, rather than installing a third party firewall.
The windows 7 firewalls   interface is rather confusing.
Any help/links or advice on how to do this.  :)

Windows 7 already has outbound connections checking, but you just need to add rules if you need to.

see link (http://www.techtalkz.com/windows-7/515977-how-configure-windows-firewall-windows-7-a.html) here, hopefully it is helpful.
