Title: Vista - can't get online but can dowload updates

friends computer - HP a6400f Desktop
They tried to connect an old router.
They couldn't get on the internet after that. Their ISP checked the Modem status and had the reset the modem.
I reset the Network Adapters connection through the Control Panel and Device Manager
Checked the Automatic DNS settings
Checked the LAN connection settings in IE to Automatically connect
Diagnosing the connection problem turns up nothing.
Manually connecting through the LAN adapter states that I'm already connected to the Internet but the status is limited.
System restore was unsuccessful.
Can't reboot in Safe Mode
Using the Connect function from the Start Menu only shows Dial Up as available.
Creating a new LAN connection results in a 'You Are Already Connected' message.
I haven't used the System Recovery Tool from boot. Don't know If I'll need a Vista recovery disk...which I don't have.
I want to reformat this thing and install XP but HP doesn't supply drivers for that os.
What next?
Forgot to add, Windows update & Malewarebytes' updates work fine. Malewarebytes & Spybot don't detect anything.
I even removed the battery and reset CMOS just cause.
Brought the machine home and tried all of the above again to no avail.

Found out this version of Vista has the recovery disk creation software installed. Attempting that w 2 DVD +R/DL disks. 
Please chime in if there's an alternative option.

Define "couldn't get on the internet".
Browsers don't work?

I couldn't see any landing page of any website regardless of the browser. Opera's message was 'Can't connect to remote server'. IE stated 'Problem Connecting ' with a diagnosis button below. In any case the recovery disks corrected the problem.
