Which Internet browser is the safest (I mean, is there one that scans your downloads, and keeps viruses from getting to your computer?)

There isn't a safest. All have vulnerabilities.
The question you should have asked is "which company is the quickest to patch their browser?". Then, personally I would say Firefox.

You need an anti-virus program for that.

Like anti-virusses, none can guarantee you that a specific browser has no vulnerabilities. A browser won't scan the files that you download (although Firefox claims doing so, when finishing a download); you would need an anti-virus program for that.
Personally, I would recommend to either use Mozilla Firefox or Google Chrome. They are both fast and "safe" browsers.
